Since 1996, Taiwan's education authorities have relaxed regulations, approving the transformation and upgrading of a large number of junior colleges and independent colleges into universities or technical colleges, resulting in a rapid expansion in the number of universities.
However, in recent years, plunging birth rates have forced many universities to close due to insufficient enrollment. For example, four universities: TransWorld University, Mingdao University, Tatung Institute of Technology, and Tungfang Design University closed in 2024.
As a result, competition among universities is exceptionally fierce. Many universities are going to great lengths to poach faculty from abroad and other universities, and offer generous scholarships and grants to attract enough students to maintain normal operations.
